What is the Community Health Assist Scheme (CHAS)?

The Community Health Assist Scheme (CHAS), set up by the Ministry of Health in 2000, allows all Singapore citizens to receive subsidised medical or dental care at certain general practitioners (GPs) and dental clinics around the country. This includes Pioneer Generation (PG) and Merdeka Generation (MG) cardholders. CHAS encourages dental and medical wellness for eligible Singaporeans by making treatments and services more affordable and accessible to relieve financial burdens.

How does
CHAS work for dental services, and who is eligible?

CHAS subsidies are provided to all Singaporeans, but the exact amount ranges depending on the household's monthly income per person or their home's Annual Value (AV). Those who fall in the CHAS Blue, CHAS Orange, PG, and MG cardholder tiers are eligible for subsidies for certain dental services at participating dental clinics. 

You must file an application before you can claim CHAS benefits. Those who successfully qualify will receive a CHAS card that includes information about the subsidy tier they fall under and a welcome pack. The CHAS card is typically valid for two years. Upon presenting the card during payment at the dental clinic, the subsidy amount will be deducted from your total bill.

What dental services are covered under CHAS?

The dental services covered under CHAS are extensive. They range from dental cleaning treatments such as scaling and polishing to general dentistry services, including root canals, removable dentures, and permanent crowns.

  • Fillings (simple and complex)
  • Removable dentures
  • Dentures reline or repair
  • Permanent crown fittings
  • Re-cementation
  • Root canal treatments

While the procedures in the following table are covered under CHAS, take note that your dentist will still need to make a clinical assessment to check if you meet the claim guidelines.

Frequently asked questions

You are not required to visit the same dentist to receive CHAS subsidies, but the Ministry of Health strongly encourages patients and family members to visit the same clinics for treatment so that the dentist is familiar with their dental and medical history. This enables holistic management of dental conditions.

No, Singaporean citizens above 21 can apply for the CHAS benefits on behalf of their household members.
The CHAS card is usually valid for two years. After that, you must renew it to claim CHAS subsidies.

To receive the CHAS subsidies, you should produce your valid CHAS, MG, or PG card and NRIC during your visit to the dental clinic. CHAS cardholders under 15 must present their valid CHAS card along with their student ID or birth certificate.
